The Master Plan Budget

The funding for this project began with a generous grant of $46,800 from City of Seattle Department of Neighborhoods. These funds were used primarily to hire Johnson+Southerland to develop the Landscape Master Plan for the 20-acre site that is home to Jane Addams Middle School and the athletic venue for community outdoor recreation programs.

The outputs of this initial project were:

Included in the Landscape Master Plan documents are estimates for all recommendations and designs included in the Master Plan. The total "hard cost" estimate to improve the 70 year old, 20-acre site is $4.4 million. This is a small investment, considering the central role that this massive site plays in the North Seattle community.

MASTER PLAN LEVEL CONSTRUCTION BUDGET SUMMARY

The construction budget cost estimates include construction costs, including sales tax, contractor overhead and profit and a construction contingency allowance, only. The “soft” costs are items such as surveying, geotechnical or design fees, permit fees, administration, inflation and other owner costs. All costs listed below are estimates, and will be adjusted based on final construction documents when created.

Project Funding Strategy

Beginning with the grant from the City of Seattle Department of Neighborhoods that allowed us to create the Master Plan, the continuation of this project will require support from both the community and government. Our funding plan includes securing additional grant monies from the City of Seattle, community fundraising and, most substantially, funding through BEX levies.

With the Master Plan complete, the next step is to continue the process of securing funds for the construction phases. With the uncertainty that comes with solely relying on government funding, we've crafted a two-part funding strategy to maintain project momentum.

  1. Immediately begin fundraising for smaller parts of the plan, relying on grants and community fundraising. This is our approach for Phase 1 of the project, and
  2. Advocate for inclusion on the next BEX levy for the entire budget. UPDATE (Feb 2019) - JAMS has been included in the BEX levy for $3.3 million in site improvements. This represents just over 50% of our Master Plan funding requirements.
